Sheriff Adam Christianson, who led the investigation, blamed California's sanctuary law for preventing local authorities from reporting Perez Arriaga to USA immigration officials for deportation after two previous drunken driving arrests. They said he was being brought in wearing Singh's handcuffs.
Talking about the suspect, Sheriff Christianson said that Arriaga was arrested twice previously for driving under the influence of alcohol and has known gang affiliation.
Christianson said Virgen and Quiroz were also in the United States illegally.
The officer was shot moments after he pulled over the suspect in Newman, which is located just south of Modesto. "Yes, he's not coming back, but there's a lot of people out there that misses him", Singh's brother, Reggie, said during a Friday news conference.
